Training


As members are aware it is important to have staff trained in the appropriate areas of Management in order to ensure that the service provides value for money to all who are involved in Markets, be they traders, other Council Departments or the ratepayers of the area where the Market is based.

The aim of NABMA is to provide the training for Officers, to keep them up to date with legislation and best practice techniques and at the same time ensure that the profile of the Market industry remains at the forefront of commercial trading.
 
Over the last twelve months training has centred around specific issues such as Market Law, Street Trading, Trading standards and Communications. These sessions have been attended by well over 100 people, from Market Officers, Street Trading Enforcement Officers, Town Centre Staff and Market Traders. All have been able to take encouragement from the quality of the lecturers.
 
NABMA is also ever mindful that the attendance at these Training Courses attracts other expenses than just the course fees. So to ensure that the courses are available to as many members as possible, with as little other costs involved they have been held at different venues around the country
 
This will continue for the foreseeable future, and NABMA is grateful to those Authorities who afford the organisation the use of their facilities.
 
Recent Training has been carried out in Birmingham and Bedford, and over the next two months York, Darlington and Widnes will be hosting seminars. Others are being planned for June, in Manchester, and when the implications of the Olympic Act have been discussed with representatives of the Olympics, then further training will take place in London and other areas affected by the 2012 Olympics.
 
NABMA has resolved to pursue the issue of the Place Management Qualification and is seeking to get its’ training accredited by the Association of Town Centre Management.
 
The next three Courses will be held at York, Darlington and Widnes, in March and early April.
 
The York course is aimed at those people who deal with Street Trading for local authorities, either on a day to day basis or in an administrative role. Including City Centre Management, Solicitors, Licensing Officers and Markets staff.
This is to ensure that all parties are aware of the protocols that have to be followed in the administration of street trading and the prosecution of offenders, in any form of trading which takes place on a street.
 
The course will be led by Roger Butterfield, Solicitor an acknowledged expert on Licenses who will lay out comprehensive methods of dealing with trading.
 
Darlington’s Dolphin Centre is the venue for the next course which will deal with all aspects of retail market management both on indoor and outdoor markets.
 
Matters such as contracts, licenses, leases tenancy agreements, risk assessments, contracts and green issues will be covered.
 
The course will be led by Peter Smith Darlington's Markets Manager and Officers from Darlington's Trading Standards Division, and will give an in depth look at the management of markets, and the methods used to counter the sale of counterfeit goods on markets.
 
The Course, at the Stobart Stadium in Widnes will be led by Graham Wilson, Chief Executive of Nabma, and will cover, the following areas.
 
This course will look at the basic law relating to markets and highlight some of the important considerations that apply in terms of both day to day management and more strategic issues. There will be plenty of opportunity for participants to raise issues affecting their own markets with an opportunity to look at potential problems and solutions. While concerned with the legal framework of markets the course will focus on important issues such as communication, dispute resolution and making sure that rules and regulations are clear and applied consistently.
 
Markets rights will also be considered and there will be an opportunity to consider whether individual markets meet the requirements of the recently implemented European Service Directive. This important piece of European legislation impacts on a number of different aspects of the markets service.
We will be looking at letting arrangements and how to draw up the right kind of arrangements for individual markets. This will include looking at how to deal with byelaws, regulations and the benefit of licenses against tenancy agreements.
