Illegal street trader fined

A man has been fined £150 and ordered to pay £551 in costs for illegal street trading in White Hart Lane.
Laurentiu Ciocoiu was successfully prosecuted by Haringey Council's street enforcement team after a joint operation with the White Hart Lane Safer Neighbourhood Team.
The operation followed complaints from residents and businesses that people were offering street gambling at the White Hart Lane Sunday market.
Complaints included street games such as "find the picture card" and the sale of poorly made or counterfeit goods such as DVDs.
On 26 July 2009, Ciocoiu was approached and apprehended by officers from the White Hart Lane Safer Neighbourhood Team and Haringey's Street Enforcement Team. He was observed offering street gambling to members of the public using small round disks on a wooden stand.
All gambling receptacles were seized as well as the £84 profit made that day. Ciocoiu was issued with a £150 fixed penalty notice for illegal street trading.  He failed to pay the fine and was therefore prosecuted and convicted at Haringey Magistrates Court on 15 February 2010 for unlicensed street trading, contrary to London Local Authorities Act 1990.
He was also ordered to pay a £15 victim surcharge.  A collection order was also made.
Cllr Nilgun Canver, Cabinet Member for Enforcement and Safer Communities, said:
"These kind of illegal street traders are a scourge for people running legitimate stalls at local markets."
