Licensing of Street Traders, Pedlars and The Promotion of Private Legislation

Nabma and Sharpe Pritchard invite you to an afternoon of talks for local authorities on how they can address difficulties caused by the proliferation of pedlars and unlawful street traders.
The event will be held on 16th May 2007 at Transport House, London 2.00 p.m. – 4.30 p.m. on 16th May 2007. Cost £20 + VAT per delegate.
This event will provide a valuable insight into steps being taken to try to secure a
change in legislation, both locally and nationally, and the procedures involved for
local authorities in obtaining a private local Act of Parliament and the effect that
such legislation can have.
Dr Brian Iddon MP: The Pedlars (Street Trading Regulation) Bill
Dr Iddon is the Member of Parliament for Bolton South East. In this session of
Parliament he has introduced a private members’ bill dealing with the control of
pedlars.
Alastair Lewis, Parliamentary Agent and Partner, Sharpe Pritchard:
Private Bills, the process and procedure.
Alastair has acted as Agent for the promoters of 8 of the 9 local Private Bills
which have tackled the issue of pedlars and enforcement.
Emyr Thomas, Assistant Solicitor, Sharpe Pritchard: The bona fide pedlar –
case law and the problem of enforcement, and human rights issues.
To be confirmed: a speaker from an authority which already enjoys additional
powers
Graham Wilson, Chief Executive of NABMA: Closing remarks and the
markets’ perspective
If time allows there will be a question and answer session and there will be wine
and canapés provided at the end.
Who should attend: local authority lawyers, licensing managers, markets
managers, and town centre managers.
Cost: £20 plus VAT per delegate.
